Yes, and - you also have belt loops you can easily adjust the right tightness.

The recommended temperature range is all around. since it will vary from person to person as everyone's tolerance to the cold is different. When we tested them at -20c we had thermal leggings underneath and it was perfect, and in hot weather, desert checks it felt great as well so - to make a long answer short - any weather.
